Vietnamese AI, Data Science engineers have become recruitment targets of Japanese enterprises



On November 18, 2019, a Vietnamese recruitment service company, announced its information about the recruitment requirements for medium and high-level personnel of Japanese enterprises in Vietnam market in the third quarter of 2019.

The company said that under the influence of US-China trade negotiations, Japanese enterprises with manufacturing plants in China were seeking measures to control tariff risks. There have been businesses investing in opening new factories, or expanding current production scale in Vietnam. These are high technology manufacturing enterprises, or industrial production enterprises. Investment continues to expand in the southern industrial zones such as Amata Dong Nai, VSIP2 Binh Duong, or Phu My and Vung Tau industrial parks.

However, according to the company, the US-China trade negotiations are not the only reason. With favourable economic conditions, Vietnam is still a potential destination for Japanese manufacturing enterprises. Accordingly, the company predicts that the demand for middle and high-level recruitment will continue to grow and businesses will have to compete more intensely because of rising demand and limited supply of qualified candidates. As noted, knowing how to communicate in Japanese is still a big plus for candidates in this field.

Notably, in the third quarter of 2019, some Japanese IT businesses started investing in Vietnam market and recruiting key positions. Besides, Japanese IT businesses continue to maintain the demand for recruiting Vietnamese candidates. In particular, IT businesses have more needs to recruit Vietnamese engineers related to Artificial Intelligence (AI) or Data Science.

In addition, Vietnamese candidates who have experience of 3-5 years and possess intermediate or higher level of Japanese language also have the opportunity to be "hunted" by Japanese IT businesses for positions in Japan. "However, with uncompetitive wages like European and American businesses, Japanese IT businesses are evaluated to be suitable for candidates who prefer stability," said the company’s representative.

Do software outsourcing businesses have opportunities to develop?

Since involved in the software outsourcing industry in 2006, when the concept of software outsourcing in Vietnam was still new, a well-known technology company in Vietnam started supplying the software outsourcing service to the US, Japan market and other countries like Singapore and Germany. Currently, the industry contributes about 30% of the company's revenue and has a very high proportion of profit.

From these first steps, up to now, Vietnam's software and IT services industry have achieved many successes, contributing to enhancing Vietnam's position in the international arena. At the same time, the IT industry is considered to be an infrastructure of the infrastructure, a new development method to enhance national competitiveness, playing an important role in the country's socio-economic construction and development.

In the last 16 years, the revenue of the whole software industry and IT services has increased by more than 69 times and the labor force has increased by 24 times.

Experts shared that software outsourcing has made an important contribution to making the world know about IT strengths of Vietnam. The CEO of the company emphasized: “The most obvious result and achievement is that Vietnam's position in the world in the field of software has increased significantly, becoming the first choice of big countries such as Japan or the US and China. As for businesses, the results are more evident in the revenue and profit growth steadily over many years.
After more than 20 years - with the support of the state, ministries, and efforts of organizations and enterprise software and IT services - Vietnam has achieved its dream of putting Vietnam on the world IT map. “If 20 years ago nobody knew Vietnam IT, Vietnam is now an important partner in the IT industry of many businesses in the world. For many years, Vietnam has been chosen by Japan as the desired destination of Japanese businesses. We have also had an impressive growth rate” a Chairman of a Vietnam Software and IT Services Association evaluated.

Over the past few years, Vietnam's ranking on the world IT map has made significant progress. In particular, in the field of software and IT services, according to the 2016 report of Tholons - the leading international organization specializing in consulting, evaluating and ranking software outsourcing, Ho Chi Minh City and Hanoi are all in the Top 20 of the top 100 attractive cities for IT outsourcing (ITO). Gartner's "Assessment of countries on IT outsourcing services in the Asia-Pacific region in 2016" ranked Vietnam first in the top 6 locations for global technology transfer in Asia. Asia-Pacific (the remaining 5 countries are China, India, Malaysia, Philippines, and Sri Lanka).
Vietnam has also advanced 5 steps to rank 6th in global outsourcing. According to the report of Cushman & Wakefield (C&W) in 2016, 2017, Vietnam ranked No. 1 among attractive destinations for business process outsourcing (BPO) worldwide.

It is time for software businesses to not only focus on outsourcing

A General Secretary of the Association evaluated software outsourcing and services to help businesses accumulate finance, experience, branding and technological capacity for the next stages of development. “Like China or India, Vietnamese software enterprises need to have a period of outsourcing for international partners, after accumulating enough experience and having enough capacity, they will be able to invest in developing new products”, Ms. Giang shared.

The Association also assessed the limitations of the software industry and IT services at the previous stage, such as the lack of human resources in both quantity and quality; the vast majority of businesses are very small in scale, so there is no concentration of manpower, finance, technological capacity, and low competitiveness. And also because of the small scale, most businesses do not invest much in R&D activities, so they can hardly create innovative and breakthrough products and services with a position in the world market. .. The 2018 summary report of the Ministry of Information and Communications also pointed out that one of the shortcomings of Vietnam's software and IT services industry is that many large software enterprises have not yet been formed and lack of High-tech software products with innovative breakthroughs and especially many Vietnamese software enterprises have not yet participated deeply in the process of software design and development but have just participated in the low added value stage like software outsourcing. Many industry experts believe that, after more than 20 years of development, it is time for Vietnamese software to focus on product development or doing higher value-added work, instead of mainly doing outsourcing projects as the previous stage.

4 outstanding robotic systems have been applied by the medical industry for medical treatment in Vietnam

Evaluating the readiness of applying digital technology in Vietnam's healthcare industry today, the Ministry of Health said that the industry has approached digital technologies such as Artificial Intelligence (AI), Virtual Reality (VR), Cloud Computing, MobileBig Data Analytics...

Specifically, IT application in medical examination and treatment has been promoted, most hospitals have implemented hospital information systems. Some hospitals in Hanoi, Da Nang, and Ho Chi Minh City have used social networks to interact with patients; developed electronic medical applications for patients; applied Cloud Computing in hospitals at Nghe An, Tien Giang, Kon Tum...

Also in recent years, the Ministry of Health has cooperated with Vietnam Social Insurance to successfully implement the connection between medical examination and treatment facilities nationwide and the Social Insurance agency. So far, 99.5% of medical facilities across the country have been connected to the inspection system of Vietnam Social Insurance.

Regarding the construction of remote medical examination and treatment consultancy system and connecting everything in healthcare industry, the Ministry of Health has planned to build the Telemedicine project to hospitals under the Satellite Hospital Project. The project is about connecting electronics and transfer data to the system; connecting HIS-LIS-RIS, PACS-EMR, identifying patients through barcodes, sensors, RFID.

In particular, the healthcare industry is applying four outstanding robotic systems, such as Da vinci laparoscopic robots, Renaissance spine surgery robots, Makoplasty knee and hip surgery robots, and Rosa neurosurgical robots.

Regarding the application of AI, the healthcare industry has piloted the application of "Computational Computing" to support cancer treatment in some hospitals. Specifically K Hospital in 2017, Phu Tho general hospital and Quang Ninh general hospital in 2018 have applied the technology to support clinical decision-making in hospital information systems, as well as providing warning of hospital drug interactions; consulting support system - ChatBot; speech recognition to enter data into the hospital information system.

Along with that, Ministry of Health is building a national health data center, and investing in server room infrastructure of Tier2 or higher standards; forming integrated axes for national scale information systems; completing the online public service system; putting into operation the electronic health statistics system and electronic health records of the entire population ...

Current situation of deploying IoT in Vietnam



IoT in Vietnam
IoT is something that major technology corporations are particularly interested in and they are still investing billions of dollars here. IoT can be compared to an extremely large and abundant farm, where they can plant and earn profits almost ten times larger than what they spend. Technology enthusiasts, computer experts, and programming engineers are also objects that cannot be ignored in IoT. Simply because what they have access to and practice are the applications, the foundation of the future and that will be the best experience for them.

At present, Vietnam is having a lot of companies focusing on developing smart technology solutions and products with IoT platforms. The author of the best-selling IoT book of the United States has given attention to Vietnamese enterprises when starting to approach IoT to rise in the 4.0 technology revolution.

A recent study of a system group in the United State called "Ready, Steady, Unsure" (Ready, Stable, Not Sure) said that more than half of companies in Vietnam were asked to rate IoT as one of three technology products. The top will impact the digital future of their business. The study also shows that 36% of respondents started using IoT solutions. This is the highest rate in Southeast Asia, on par with Singapore.

However, in the opposite direction, businesses are still afraid to apply this technology for reasons such as weak infrastructure (31%), inadequate staff (20%), and lack of budget. (44%) and uncertain about the benefits and impacts of IoT on businesses (48%).
The benefits of IoT are obvious, but the difficulty is that there are still a number of businesses, organizations, individuals, and governments still not ready to apply IoT in Vietnam. Conferences and discussions on smart cities and smart traffic are increasing but that intelligence has not been applied much in life due to barriers. Firstly, by radio frequency, the state provides civilians more or less "big" companies that are occupying the band and exploit very little. Secondly, the lack of IoT is not necessarily derived from the lack of knowledge about IoT but because of the interests of groups.

HCM City is the first city in VN to be fully covered by IoT network




IoT is a system of interrelated computing devices and machines with the ability to transfer data over a network without requiring human-to-human or human-to-computer interaction.
Connected devices, smart devices and others are embedded with electronic components, software, and sensors with computer network connection capability, making it possible for them to collect and transmit data.

According to domestic newspapers, a Military telecom giant Group is set to announce the completion of IoT and 5G infrastructure helping HCM City become a smart city.
Around 1,000 Narrow Band – Internet of Things (NB-IoT) broadcasting stations have been activated, covering the whole city, the media reported.

NB-IoT technology is capable of disconnecting a device when it is inactive. Thus, the contact time of the terminal is extended to five years without the need for changing the battery.
The company is also accelerating the process of developing a platform using NB-IoT technology-related services for its customers.
It will perform services like smart parking, air quality monitoring, location tracking, and metering devices.

IoT boom
With IoT technology developing strongly, other provinces and cities in the country will also have full NB-IoT coverage soon.

The company was quoted on Vietnam Economic Times as saying that after HCM City it would cover Ha Noi. Nearly 500 NB-IoT broadcasting stations have been installed and activated in Cau Giay District and some suburban districts.

The Military telecom group is not the only company in the race to offer IoT technology to customers, with several service studying and developing infrastructure for it.

The another telecom group is investing in IoT by developing a Smart Connected Platform, and hopes to serve customers in smart transportation, smart tourism and smart agriculture.
Talking about IoT trends, telecom experts say with industry 4.0, the concept of customers has been expanded from just people to things.The number of customers would thus run into the billions and the demand for connecting is huge.

There are various estimates, with one saying that by 2020, globally, around 20 billion devices will be fitted with sensors and controllers via NB-IoT technology, accounting for 74 per cent of all devices.

By 2025 about 40 billion smart devices will be used in the world with a total of around 100 billion connections in sectors like transportation, manufacturing, healthcare, agriculture, and finance.

The Military telecom group to trial 5G, offers people in HCM City hands-on experience
The Military telecom group has broadcast its first end-to-end 5G network in HCM City, and is offering the public a chance to experience 5G services for the first time on Friday and Saturday this week.

In a press release on Thursday, the military-owned telecom giant said it had set up 5G base stations in Ward 12 in the city’s District 10.

The trial is meant to be a comprehensive evaluation of the band, coverage and application of 5G before commercialization in 2020.

The network will offer a range of real-time 5G end-user experiences such as VR gaming and 8K resolution streaming, and enable Nokia’s fixed wireless access at the Viettel Complex on Cach Mang Thang 8 Street in District 10. – VNS

Vietnam’s lagging 5G ambitions




  On 10 May 2019, Vietnam became one of the first countries to successfully establish a 5G-powered phone call. It was a milestone for the country given Hanoi’s ambitious plan to deploy a 5G network for commercial operations by 2020 using domestically-developed technology. But while Vietnam’s 5G rollout is on the right track, fully realizing this ambition still requires overcoming myriad challenges in technology, national security and governance.

  Heralded as a revolution in network speed, latency and coverage, 5G opens up massive business opportunities in a wide range of fields such as virtual reality, intelligent manufacturing, smart cities, immersive education, digital health care and driverless cars. 5G’s huge potential has catapulted a global race to gain first-mover advantage.

  While late to 4G deployment, Vietnam has been quick to join the 5G race.  A largest carrier in Vietnam has invested US$40 million in 5G since 2015. The company has vowed to self-develop 80 per cent of core network infrastructure by 2020, with a further aim to become a global 5G supplier. In 2019, a Vietnam’s largest conglomerate announced plans to launch its new 5G smartphone in US and EU markets by 2020. More broadly, the country enjoys a booming tech start-up scene and a rapidly-expanding tech user-base, both eager to take advantage of 5G benefits.

  The incumbent government deserves some credit for Vietnam’s 5G progress. Since taking office in 2016, government leaders have prioritized technology as the key engine of economic growth, with 5G serving as the most important foundation for the digital transformation process.

  The government has introduced a series of tech-supporting policies. These include Resolution 41 in 2016 on tax incentives for IT development and application and Decree 13 in 2019 which provides corporate income-tax remissions and credit incentives for science and technology enterprises. Government-led initiatives — such as Project 844 which supports the start-up ecosystem — are catalyzing the surge of tech start-ups in the country.

  On the human-resources side, computer science and other STEM subjects are emphasized right from elementary school, while innovation partnership programs with tech companies are modernizing the country’s top engineering and technical vocational institutions. As Asia’s hottest destination for foreign direct investment, the country also benefits from skilled-employee training initiatives by multinationals.

  But while Vietnam is on track to roll out 5G by 2020, maintaining a reliable network and developing local 5G manufacturing capabilities are a different story.
The country is no stranger to cyberattacks and cybercrimes, suffering the eighth highest malware infection rates globally in 2016. More than 18,000 websites with the national .vn domain have been hacked since 2010, including almost half the websites of state agencies. The rapid deployment of 5G will expose Vietnam’s already vulnerable networks to even more cyber-threats. Being an early adopter of this evolving technology means that the country will have to find its own solutions to many of these problems.

  The key to winning the 5G race, and to limiting its security risks, is ensuring that all stakeholders — from regulatory bodies to individual tech users — are well-prepared for the advent of 5G. While the government has been active in promoting both tech-supporting and cybersecurity policies, the effectiveness of these policies often remains in doubt. Resolution 41 in 2016, for example, promised a 50 per cent reduction in personal income tax for individuals working in hi-tech sections of the IT industry. It also promised a preferential corporate income tax of 10 per cent for IT start-ups. Three years later, not a single firm nor individual benefits from this incentive scheme.

  The 2018 Cybersecurity Law has also had questionable effects. It requires all foreign online service providers to store the data of users in Vietnam locally for cybersecurity purposes. The security benefits of this law are unclear given Vietnam’s vulnerable ICT infrastructure, and this mandate will undoubtedly obstruct free data flows and raise the cost of doing business in the ICT sector.

  Despite initial achievements, Vietnam’s 5G ambition still faces a mountain to climb. The most important next step is for the government to go beyond promoting policies. It should begin effectively implementing, evaluating and revising policies that reward innovation, strengthen cybersecurity and prioritise the growth of domestic firms. Winning the 5G race is only meaningful if all stakeholders — state, businesses and individuals alike — can reap benefits from the digital transformation process.
